  • Scope and content
These documents were classified by their originating department (the Ministry of Defence, previously the War Department) as "Howlett Reports", named after Samuel Burt Howlett (1794-1874), a commissioned officer in the Royal Military Surveyors and Draughtsmen who single-handedly surveyed parts of Berkshire and Wiltshire for the Ordnance Survey. Seemingly, his name became synonymous with official surveys and reports relating to Admiralty and War Department land.
